Before you sell a single power bank in Germany, the company that first places it on the German market must be registered with Stiftung ear, the national register for batteries and electrical equipment. Since 7 October 2025, the battery side of this duty falls under the new Battery Law Implementation Act (Batterierecht-Durchführungsgesetz, BattDG), which replaced the old Batteriegesetz (BattG). Marketplaces such as Amazon and eBay check registration numbers, and sellers without one can lose their listings.
This guide is for German importers, Amazon and eBay sellers, and non-German brands that ship power banks to German customers. It explains who counts as the “producer”, which registrations to check, what goes on the label, and what your factory can provide. Questions like whether your power bank also needs registration as electrical equipment under the ElektroG should be confirmed with Stiftung ear or an advisor.
Who Is the Producer?
Under German extended producer responsibility (EPR) rules, the producer is not necessarily the factory. It is the business that first makes the battery, or the product containing it, available on the German market. In practice that is:
- The German importer that buys from the factory
- A brand owner that sells under its own name in Germany
- An online seller outside Germany that ships directly to German end users
A seller without a seat in Germany must appoint an authorized representative to carry out the producer duties, including registration.
The Duties in Practice
| Duty | What it means for a power bank seller |
|---|---|
| Registration with Stiftung ear | Register every brand and battery category before sales start |
| Producer responsibility organization | Join an organization that finances the collection of waste batteries |
| Quantity reports | Report the quantities placed on the market |
| Labeling | Crossed-out wheelie bin symbol, plus the EU battery label requirements as they apply |
| End-user information | Tell customers how to return used batteries, with safety information in German |
| Records | Keep sales and documentation data for authorities |
Power banks are lithium-ion products that sit between “battery” and “electrical device”. Get a clear answer on classification before your first shipment, because it decides whether you need one registration or two.
Labels and Packaging for the German Market
From 18 August 2026 the EU Batteries Regulation adds new label information for portable batteries, including capacity. Combine this with the German requirements when you design artwork:
- Crossed-out wheelie bin symbol on the product
- Battery chemistry and rated capacity
- Your company name and address, and your EU responsible person under GPSR
- Safety and return instructions in German in the manual
- Space for the QR code required from February 2027
We print these on the housing, the gift box and the manual during production. Send the final text and registration details with the artwork so nothing has to be relabeled in a German warehouse.
What the Factory Provides
Registration is your duty, but it depends on accurate data from the manufacturer. For each model we can provide:
- Battery chemistry, cell type and rated capacity in mAh and Wh
- Battery weight per unit, which you need for quantity reports
- CE test reports and Declaration of Conformity
- UN38.3 test summary and SDS/MSDS for transport
- German-language manual content and label artwork
Battery weight is often overlooked. Ask for it per model, because your reports are based on it.
Common Mistakes
- Registering the factory’s brand instead of yours. Registration follows the brand sold in Germany.
- Forgetting new brands or models. Each new brand must be added before sale.
- Relying on an old BattG registration. Check that your registration and processes reflect the BattDG.
- Shipping before the label is final. Relabeling in Germany costs more than printing correctly in the factory.
