Power banks shipped to Saudi Arabia must be registered on SABER, the Saudi Standards, Metrology and Quality Organization (SASO) online conformity platform, before they clear customs. The process has two steps: a Product Certificate of Conformity for each product, then a Shipment Certificate for each consignment. Power banks are listed among the electrical products that importers register on SABER, and since 1 October 2025 shipments cannot be released without a SABER certificate.
This guide is for Saudi and GCC importers, distributors and online sellers sourcing power banks (باور بانك) and solar power banks from China. It explains the SABER steps, the documents the factory should provide and product points that matter in the Gulf climate. Requirements change often, so confirm current rules on SABER or with a SASO-approved conformity body before each new model.
The SABER Process in Four Steps
- Register the product on SABER. The Saudi importer creates the product entry with its HS code and model details.
- Apply for a Product Certificate of Conformity (PCoC). A SASO-approved conformity assessment body reviews test reports and documents for the model. The PCoC is usually valid for a set period.
- Apply for a Shipment Certificate (SC) for each consignment. This links the shipment to the valid PCoC.
- Customs clearance. The shipment certificate passes from SABER to the FASAH customs platform, so it does not need to be printed.
The importer controls the SABER account. The factory provides documents and samples.
Documents the Factory Should Provide
| Document | Purpose |
|---|---|
| Safety test reports (commonly IEC 62368-1 for the product and IEC 62133-2 for the battery) | Basis for the product certificate; some products need IECEE CB reports |
| EMC test report | Electromagnetic compatibility |
| Product photos, label and manual | Reviewed by the conformity body |
| UN38.3 test summary and SDS/MSDS | For sea and air transport of lithium batteries |
| Commercial invoice and packing list per shipment | For the shipment certificate |
Seller guides also mention Saudi requirements for USB Type-C on some charging products. Ask your conformity body whether this applies to your power bank’s input port, and choose Type-C input models where possible. Several of our current models already use Type-C input, for example our HDL531 solar power bank (Type-C 5 V / 3 A in and out). Ask us to confirm the input port for any model you shortlist.
Product Choices for the Gulf Climate
Summer heat in Saudi Arabia is a real product risk. Lithium-ion batteries are usually specified for charging between about 0 °C and 45 °C, and parked cars in summer can be much hotter than that. For the Gulf market we recommend:
- Housings with fire-rated plastics, such as ABS+PC with a V0 rating
- Over-temperature protection that stops charging when the battery is too hot
- Clear warnings in Arabic and English: do not leave in a car, do not charge in direct sun
- Honest solar copy: the panel is a backup, and the battery should not cook in the sun while charging
Our article on solar power banks in hot climates explains this in detail.
Arabic Labels and Manuals
Products for Saudi Arabia need Arabic product information. We print Arabic and English text on packaging and provide bilingual manuals. Send us your importer details and any text your conformity body requires.
