Amazon US Power Bank Compliance: UL 2056, IEC 62133-2 and TIC Verification

20000mAh Solar Power Bank, Portable Wireless Charger, Outputs & Dual Inputs, Waterproof with Flashlight - HDL-618

To sell power banks on Amazon in the United States, you need safety test reports to one of the accepted standards routes (UL 2056 on its own, or IEC/UL 62368-1 together with IEC/UL 62133-2 or UL 2054), plus a UN38.3 test report and battery test summary. The big change is how Amazon checks them. From late 2025 Amazon moved to verification through approved third-party testing, inspection and certification (TIC) providers, with delisting of non-compliant products starting in 2026. Sellers can no longer simply upload their own PDFs.

This guide is for Amazon US sellers and brand owners sourcing power banks, solar power banks and wireless power banks from China. It covers the accepted standards, the new verification process, why your reports must match your product exactly, and what your factory should provide. Amazon’s policy pages in Seller Central are the final authority. Check them before each launch.

Accepted Standards Routes

Route What it covers
UL 2056 Safety standard written specifically for power banks
IEC/UL/CSA 62368-1 + IEC/UL/CSA 62133-2 Product safety for electronics plus lithium battery safety
IEC/UL/CSA 62368-1 + UL 2054 Product safety plus household battery safety
Plus, for all routes UN38.3 test report and battery test summary for transport

Some seller blogs list other standards, such as UL 2743. That standard applies to portable power stations, not handheld power banks. Use Amazon’s own policy page for the current list.

The New Verification Process

Under the updated portable power supply policy, documents are checked through Amazon-approved TIC providers. Depending on what you already have, the provider either verifies your existing reports or tests the product. Reported start dates differ slightly between sources, but they place the policy start in December 2025 and the earliest delisting dates in March 2026.

What this means in practice:

  • Reports must be genuine, current and issued by a recognized lab
  • Reports must match the exact product on the listing
  • Each materially different variant under a parent listing may need its own verification
  • Budget time and cost for verification before launch

Why the Report Must Match Your Product Exactly

A test report is only valid for the configuration that was tested. If the cell brand or model changes, or the circuit board or housing material changes, the report no longer describes your product. This is the most common hidden risk when sourcing power banks: the sample was tested, but the mass-production units use a different cell.

Protect yourself:

  • Ask the factory for the report and check the model number, cell details and photos against your sample
  • Write the cell brand, cell model and key components into your purchase order
  • Require written notice before any component change
  • Inspect production units against the report photos before shipment. See our pre-shipment inspection guide.

FCC and Other US Requirements

Power banks are electronic devices, so FCC rules for unintentional radiators apply to their electronics, and wireless charging models involve additional FCC considerations. Our product listings show FCC among the certifications for many models; ask for the FCC documentation for your exact model. Lithium battery shipments to FBA warehouses also go through Amazon’s dangerous goods (hazmat) review, which needs the SDS and other documents.

Listing Content That Avoids Problems

  • State the real rated capacity in mAh and Wh
  • Describe solar charging as a backup, not the main charging method
  • Do not claim certifications you cannot show reports for
  • Match images and specifications to the tested model

North America is our largest export region, and we prepare document sets for Amazon sellers regularly.

Frequently Asked Questions

Which standard does Amazon require for power banks?

UL 2056, or IEC/UL 62368-1 with IEC/UL 62133-2 or UL 2054, plus UN38.3 and a battery test summary. Check Seller Central for the current list.

Can I upload my own test reports to Amazon?

Under the updated policy, verification goes through Amazon-approved third-party TIC providers.

Does one report cover all my variants?

Not necessarily. Materially different variants may need their own verification.

What happens if the factory changes the cell?

The report may no longer cover your product. Lock components in your purchase order.
