A pre-shipment inspection is the last point at which you can catch problems with a power bank order before the goods are yours. For power banks the most important checks are not cosmetic. They are capacity, the cell inside, protection functions, and whether the product matches the test reports you rely on. A scratched housing produces a few complaints. A different cell from the one tested can make your certification invalid and your listing unsafe.
This guide is for importers and brand owners planning a third-party or in-house inspection of power banks, solar power banks and wireless power banks. It covers AQL sampling, a power bank checklist and how to work with the factory. It assumes you already approved a sample before production.
How AQL Sampling Works
AQL (Acceptance Quality Limit) inspection uses the ISO 2859-1 sampling tables. The inspector picks a random sample from the finished lot based on its size and the inspection level, then counts defects. Defects are graded:
| Grade | Example for a power bank | Typical AQL |
|---|---|---|
| Critical | Swollen cell, exposed conductors, missing protection, wrong cell | 0 (none accepted) |
| Major | Capacity well below specification, port not working, wireless pad not charging, wrong label | Often 1.0 or 1.5 |
| Minor | Small scratches, slight color difference, print misalignment | Often 2.5 or 4.0 |
Agree the AQL levels in your purchase order. Factories plan production quality around them.
Power Bank Inspection Checklist
Match against the sample and reports
- Model number, ratings and label text match the approved sample and artwork
- Open a unit (destructive check) and compare the cell brand, cell model and circuit board with the test report photos
- Housing material and markings match the specification
Function tests
- Every output port charges a phone; built-in cables work at the stated current
- Input charging works with the specified charger
- Wireless pad charges a compatible phone; magnetic alignment holds
- LED indicator or display shows the charge level correctly
- Flashlight modes work on solar models
- Solar panel produces input under a strong light (a check that it works, not a performance test)
Capacity and protection
- Discharge test on a small number of units to compare output capacity with the rating
- Short-circuit and overload behavior: the unit cuts off and recovers
- Temperature during charging and discharging stays within a reasonable range
Safety and packaging
- No swelling, leaks, cracks or loose parts
- Drop test of a sample per your standard
- Correct warnings, Wh rating, compliance marks and importer details
- Carton marks and lithium battery labels as required for transport
- State of charge as agreed for the transport mode
Capacity: The Test That Prevents Arguments
Capacity disputes are common with power banks. Rated capacity usually refers to the cell at 3.6–3.7 V, while the energy delivered at the USB port at 5 V or more is lower because of voltage conversion and losses. Agree in writing how capacity is tested, at what output current and what minimum result is accepted. Then test it during inspection. This protects both sides.
Working With the Factory
- Share the checklist with us before production so everything is prepared for the inspector
- Book the inspection when at least 80% of the goods are packed
- Agree how failed lots are handled: rework, re-inspection and timing
- Keep inspection reports with your compliance file
Our factories hold ISO 9001 and ISO 14001 certification, and our quality team runs in-line and final checks. We welcome third-party inspections. For the documents to check during inspection, see our Amazon compliance guide and OEM importer checklist.
What to Send Us Before Your Order
- Your inspection company and checklist
- AQL levels for critical, major and minor defects
- Capacity test method and acceptance limit
- Approved sample reference and artwork
- Planned inspection date

Frequently Asked Questions
What AQL is normal for power banks?
Zero critical defects, and commonly 1.0–1.5 for major and 2.5–4.0 for minor defects. Agree the levels in your purchase order.
Should the inspector open a power bank?
Yes, a destructive check of a small number of units is the only way to confirm the cell and circuit match the test report.
Why is measured capacity lower than the rating?
The rating refers to the cell at about 3.7 V. Voltage conversion to 5 V and losses reduce the energy delivered at the port. Agree a test method and limit in advance.
When should the inspection happen?
When most of the order is finished and packed, before the balance payment and loading.
